For Blog Post #38 I will be crafting a series of questions about the debate over the use of a whip in United States horse racing. I will come up with 5 questions for each area I need to investigate.

    2. When did regulation first take affect?
    3. When were the speed bumps/milestones getting to where we are today?
    4. Are there future time frames all ready in place?
    5. Specifics on when resolution will be reached?
  • WHERE
    1. Where is whipping outlawed?
    2. Where are there restrictions upon number of hits?
    3. Which states have current regulations?
    4. Where is the "battle" taking place in the U.S.?
    5. Where does the public stand on the issue?
  • HOW
    1. How has the controversy unfolded worldwide?
    2. How is the controversy unfolding in the U.S.?
    3. How are the pros getting their points across?
    4. How are the cons getting their points across?
    5. How is the public getting its information?
